Beauty Nomvuzo Dlulane (born 23 November 1960) be South African politician who serve as chairperson of de Portfolio Committee on Sports, Arts den Culture insyd de National Assembly of South Africa. She represent de African National Congress (ANC) insyd Parliament from 1997 until 2024. Between 2012 den 2022, she sanso be member of de National Executive Committee of de ANC.
Dlulane enter de National Assembly insyd 1997 but then spend decade, from 1999 to 2009, insyd de National Council of Provinces, where she be de provincial whip for de Eastern Cape delegation. During dat period, insyd October 2006, she convict of defraud Parliament insyd de Travelgate scandal. After she return to de National Assembly insyd de 2009 general election, she chair Parliament ein multi-party women's caucus from 2009 to 2014 den then chair de Portfolio Committee on Sport den Recreation from 2014 to 2019. She elect as chairperson of de Portfolio Committee on Sports, Arts den Culture after de 2019 general election, when de committee establish.
Early life den career

During apartheid times, she find spark from de activism of James Kati, Alfred Xobololo, ein older siblings—den de fiery spirit of de 1976 Soweto uprising.[2] She finish high school up to grade 10,[3] then start work for de postal service. One time, she get arrested for recruiting workers for de Transkei Post Office Workers Association, a bold union move.[2]
After anti-apartheid organisations be unbanned in 1990, she serve insyd de regional leadership of de African National Congress (ANC) den insyd de provincial leadership of de South African Communist Party. She sana be a founding member of de South African National Civic Organisation ein branch insyd Mthatha, Eastern Cape.[2]
Parliament of South Africa: 1997–present

National Council of Provinces: 1999–2009
[edit | edit source]Insyd de June 1999 general election, Dlulane be elected to a full term insyd a seat in Parliament ein upper house, de National Council of Provinces. She represent de Eastern Cape constituency den be de whip for dat province ein delegation. She serve two terms insyd de seat, gaining re-election insyd de April 2004 general election.[4]
National Assembly: 2009–2024
[edit | edit source]Insyd de next general election insyd April 2009, Dlulane be returned to de National Assembly, where de ANC nominated ein to chair de multi-party women ein caucus insyd de fourth democratic Parliament. During dis period, Dlulane rise through de ranks of de ANC: insyd 2012, she be elected for de first time to de National Executive Committee of de ANC Women ein League, den later de same year, at de ANC ein 53rd National Conference of December 2012, she be elected to a five-year term as a member of de National Executive Committee of de mainstream ANC. By number of votes received, she be ranked 59th of de 80 ordinary members elected at de 53rd National Conference.[5]
She be re-elected to de National Assembly insyd de May 2014 general election, ranked 54th on de ANC ein national party list, den de ANC subsequently name ein as its candidate for election as chairperson of de Portfolio Committee on Sport den Recreation, to serve alongside Michael Ralegoma, who would be de party ein whip insyd de committee. She formally be elected to de chairmanship, unopposed, on 24 June 2014. She lead de committee throughout de fifth democratic Parliament, and she also attended the ANC's 54th National Conference in December 2017, where she was re-elected to the National Executive Committee, now ranked 68th of 80.[6]
Insyd de May 2019 general election, Dlulane be re-elected to ein legislative seat, ranked 83rd on de national party list. After de election, de Portfolio Committee on Sport den Recreation be merged into de new Portfolio Committee on Sports, Arts den Culture, insyd line plus a concomitant expansion insyd de portfolio of de new Department of Sports, Arts den Culture. De ANC announce dat it would nominate Dlulane to chair de new committee, plus Nocks Seabi as committee whip, den she be elected unopposed during de committee ein inaugural meeting on 2 July 2019. She fail to gain re-election to de ANC National Executive Committee at de party ein 55th National Conference insyd December 2022.[7]
She no be included on any ANC list for de 2024 general election den leave parliament at de election.[8]
Travelgate conviction
[edit | edit source]Insyd August 2004, while Dlulane be serving insyd de National Council of Provinces, de Scorpions identified Dlulane as one of several legislators suspected of involvement insyd de Travelgate scandal. She be charged plus criminal fraud, den de Cape High Court convict ein on 16 October 2006 after she plead guilty insyd terms of a plea bargain. She admit to defrauding Parliament of R289,000 den be sentenced to pay a fine of R120,000; de fine would be paid insyd instalments, plus de last payment due insyd January 2010.[9]
