Gulu Water Supply and Sanitation Project (GWSSP), wey dem dey sanso call Gulu Water Supply and Sewerage System, be water collection, water treatment, water distribution plus wastewater collection den disposal system for Gulu City, de biggest urban centre for Northern Region of Uganda.[1] For October 2020, Uganda government fini Phase 1 of de water supply den sanitation improvement for de city, plus funding from de World Bank, KfW den de Government of Uganda. Dem expect make Phase 2 improvement start for 2021, plus funding from de World Bank, KfW den de Commonwealth Development Corporation (CDC Group).[2]

Location

De water treatment facility dey northwestern part of Gulu City (population 177,400 (estimate for 2020),[3] for Gulu District, Northern Region of Uganda, about 334 kilometres (208 mi) by road north from Kampala, de capital and biggest city for de country.[4]

Overview

Before Gulu become city, de place dey depend only on one dam for Oyitino River wey dem know as Oyitino I as dema main water source. But one long dry season make de dam no fit supply enough water for de fast-growing city plus de surrounding metropolitan area.[2][5]

As part of government effort to provide enough potable water for Gulu plus ein metropolitan area, Uganda government together plus other development partners create de Gulu Water Supply And Sanitation Project. Dem divide am into two phases: Phase I den Phase II. De total planned budget for both phases be US$46 million (USh:170 billion).[6] For March 2022, dem increase de budget go US$75 million (UGX:269 billion).[7]

Phase 1

Dem carry out Phase 1 between 2017 den 2020. De first work make dem drill one borehole close to Kakanyero Hotel, wey dey supply 50,000 liters (50 m3) every hour, wey mean 1,200,000 liters (1,200 m3) every day. De borehole get electric pumps wey dey pump de water direct go storage reservoirs for some neighbourhoods insyd Gulu City, wey dey include (a) Senior Quarters (b) Kitgum Road den (c) Alur Road, plus oda places.[6] Dem sanso drill five oda motorised boreholes wey get total capacity of 2,400 cubic meters (2,400,000 L) of water every day.[2]

De second part of Phase I be de construction of anoda dam for Oyitino River (Oyitino II). Dem lay new intake pipes make dem carry raw water from both dams thru 7 kilometres (4 mi) go de water treatment plant for de neighbourhood wey dem call Kabedopong. Dem synchronize de raw water intake from Oyitino I den Oyitino II plus install one new 400 kVA electric generator. Dem renovate de treatment plant den increase ein capacity from 4,000,000 liters (4,000 m3) per day go 10,000,000 liters (10,000 m3) per day.[2][6]

Another part of Phase I be de construction of one new sewage treatment plant for one area of Gulu wey dem call Cubu. New sewage pipes plus 200 new connections expand de waste collection den disposal system for de city. Dem build 42 new public toilets wey fit serve 250 people at de same time. Phase I cost US$23.5 million (USh:82.3 billion).[2][6]

Phase 2

Phase II start for 2021 wey dem expect make e finish for 2024. De work include laying one raw water intake pipe from Victoria Nile for Oyam District go one new water treatment plant for Karuma. Dem go build one new water purification plant for Karuma close to wer dem dey collect de raw water. Dem sanso go lay one new treated water pipeline wey go cover about 75 kilometres (47 mi) between Karuma den Gulu. Every town wey de pipeline pass thru go get share of de treated water. De new treatment plant go fit treat 30,000 cubic meters (30,000,000 L) of water every day.[7]

For February 2022, Sogea-Satom, wey be subsidiary of de French company Vinci SA, sign agreement make dem carry out dis phase. Under de contract wey dem sign plus NWSC, de company promise say dem go (a) install electromechanical equipment wey fit pump 30,000 cubic metres (1,059,440 cu ft) of raw water every day from Victoria Nile River close to Karuma, den (b) build one water purification plant for Karuma wey fit produce 30,000m3 of potable water every day. De purification plant go get storage reservoir for drinking water.[8]

De oda work include (c) construction of one drying facility for sludge at de existing wastewater treatment plant for Gulu. De drying facility go cover 450 square metres (4,800 sq ft). (d) Sogea-Satom sanso go install all di electrical, automation den remote management equipment for de whole system.[8]

Dis water den sanitation project go benefit towns den communities along de 75 kilometres (47 mi) corridor between Karuma den Gulu, wey dey include Kamdini, Koro Abili, Karuma, Bobi, Palenga den Minakuru. NWSC estimate say nearly 490,000 people for dese small urban centres go benefit from de project.[8] For March 2022, dem add another €26 million (UGX:94 billion) from de World Bank, KfW den de Ugandan Treasury into Phase II of de project.[7]

Ownership

Uganda Government thru de Ministry of Water and Environment fully own de Gulu water treatment facilities plus de sewage treatment den disposal system. National Water and Sewerage Corporation, one government-owned parastatal, dey handle de operation den maintenance. Dem be responsible for supplying potable water plus sewerage services across de whole country.[1][6]
