Dem born Mukamulisa for Kigali on 29 June 1965.[1][2] She get ein degree for civil law insyd from de University of Rwanda (1990) den ein master's degree for common law from de University of Moncton for New Brunswick, Canada (1993).[1][2] She also get anoda Masters for Genocide Studies and Prevention from de Center for Conflict Management for de University of Rwanda.[2]

Mukamulisa work as accountant den cashier for de Project of Agricultural Investigation and Statistics. She sanna be de Director of Car Insurance for Sonarwa den Executive Secretary for de NGO umbrella organization CCOAIB.[1] Mukamulisa be one of de twelve commissioners wey draft Rwanda ein post-genocide Constitution,[2] wey she also work as lecturer for Comparative Law for de University of Rwanda.[2]

Dem appoint Mukamulisa as judge for de Supreme Court of Rwanda for 2003. She talk about de hard times wey women dey face for de judicial system, especially for cases wey concern child abuse den rape, sake of cultural den gender matters.[3] For 2015, she come turn member of de High Judicial Council of Rwanda. She also be one of de members of de International Hague Network of Judges.[2]

For July 2016, dem elect Mukamulisa alongside Ntyam Mengue for six-year term for de African Court on Human and People's Rights.[4][5] Since dem appoint am, plenty people talk against am sake of say Rwanda decide say dem no go allow individuals den NGOs appeal directly to de court again. People also criticize am sake of ein involvement for de group of judges wey sentence opposition politician Victoire Ingabire Umuhoza, wey he take ein case go de African Court.[6][7][8]
