De 125 MW power barge be Ghana government wey order am for 1995, plus financial support from the Overseas Economic Cooperation Fund of Japan.[1] Dem plan say make e generate electricity from natural gas wey dem go get from offshore production fields. The project development call for 450 MW combined cycle power barges wey dem for belated insyd man-made lagoon. Dem build the barge for Italy insyd Navalmare Yard, dem complete am for 1999, then dem deliver am come Ghana for October 2002. E then anchor for Sekondi Naval Base insyd Sekondi till 2005, wey dem move am go Effasu after dem finish dredging wey be necessary make e fit enter the harbor there.[2][3] De offshore oil plus gas fields no develop quick as dem expect, so the power barge just dey idle wey ein condition start spoil.[2] Dem propose say make dem move the barge go Tema, but dem drop that proposal for 2007 insyd.[3] During that time, dem no do proper maintenance for the power barge or the site, wey make plenty of the systems spoil.

For 2003 insyd, dem transfer the responsibility give Volta River Authority.[4] For July 2007 insyd, Ghana government enter one unsolicited 20-year lease agreement plus one company den call Balkan Energy Ghana make dem refurbish den operate the power barge. Dem plan say first e go run on diesel fuel, later dem go switch am to gas wey the West African Gas Pipeline go deliver. Ghana want get extra electricity from the barge make e help solve the light shortage wey come from low water levels for Akosombo Dam hydroelectric project. De company promise say dem go start operations inside 90 days top. Plus, dem announce plans say dem go increase the barge ein generating capacity by 60 MW, make e move from the 125 MW wey e dey already go reach 185 MW.[5] De unit never operate before, plus the expansion too dem no complete am.[6] De government of Ghana take Balkan Energy go Ghanaian court, wey dem want make the contract cancel.[6][7] Balkan Energy blame ProEnergy, one U.S. company wey dem contract, say na demma fault make Balkan no fit bring the generating station start work as dem promise.[6] Balkan Energy plus ProEnergy take dema matter go U.S. courts sue each other, den later de government of Ghana too carry case go U.S. court against ProEnergy.[6][8]
