De United Nations Permanent Forum on People of African Descent be an entity of de United Nations whose purpose be to contribute to de political, economic, den social inclusion of Afro-descendant individuals.[1]
Na e officially set up on August 2, 2021,[1] by de UN General Assembly, after a request from Epsy Campbell Barr,[2] former Vice President of Costa Rica. De Forum be meant to give people of African descent a voice insyd global discussions, help improve their safety, living conditions, den rights, advise de UN Human Rights Council, den support de goals of de International Decade for People of African Descent.[3]
De idea for dis forum come from an earlier UN resolution insyd 2014. De forum has 10 members: five chosen by UN member countries den five appointed by de UN Human Rights Council.[1]
Background
[edit | edit source]Insyd November 2014, de United Nations dey decide to create a forum to make sure dat Afro-descendant people, governments, UN agencies, den oda groups could all take part insyd discussions den decisions. Na dis be part of de UN ein plan called de Program of Activities for de International Decade for People of African Descent, based on resolution A/RES/69/16.[4][5]
Later, insyd December 2018, de UN General Assembly passed anoda resolution (A/RES/73/262) to officially create a Permanent Forum for Afro-descendants. De goal of dis forum be to give Afro-descendant people den organizations a way to share their views, improve their lives den rights den help create a UN declaration dat protects den promotes their human rights.[4][6]
Between 2015 den 2018, de UN hold discussions to decide how de forum should work. Insyd May 2019, de UN Human Rights Office (OHCHR), along plus Costa Rica, hold a big meeting insyd Geneva. Over 200 people come, include government officials, UN staff, community groups, den Afro-descendant representatives from around de world.[4]
Mandate
[edit | edit source]De United Nations create rules for how de Forum should work insyd Resolution 75/314. De Forum ein main job dey be to help Afro-descendant people be fully included insyd political, economic, den social life. De Forum ein duties include giving advice to de Human Rights Council den other UN groups, looking into de idea of creating a UN declaration to protect de rights of Afro-descendant people, studying successful programs den problems dat affect Afro-descendants.[7]
E sanso check how well de International Decade for People of African Descent be being followed, promote respect for de culture den history of Afro-descendant people, help coordinate related work at the UN and supports programs that improve the social and economic conditions of Afro-descendant communities.[7]
Structure
[edit | edit source]De Permanent Forum on People of African Descent dey lead by two members who serve as president den vice-president during each session. These roles change between different world regions den are chosen plus input from Afro-descendant regional groups. De president den vice-president lead de meetings, help plan joint events, represent de Forum at official events, den present report to de UN General Assembly den de Human Rights Council.[7]
There sanso be a rapporteur (a person who writes reports) who can stay insyd de role for more than one session without needing to rotate. De rapporteur help write de Forum ein yearly report, works plus de president, vice-president, den oda members, den help prepare speeches den project ideas.[7]

Sessions
[edit | edit source]De Permanent Forum on People of African Descent hold public meetings every year to talk about important issues. These meetings focus on different themes dat match de Forum ein goals. Each meeting lasts four working days den takes place either at de United Nations office insyd Geneva, at UN Headquarters insyd New York, or anoda place chosen by de Forum. These sessions dey usually hold after meetings by oda UN groups dey work on African descent issues.[9]
People who can join these meetings include countries, UN departments, international organizations, human rights groups, universities, experts, den non-governmental organizations (NGOs) approved by de UN ein Economic den Social Council. Oda community-based NGOs dat support UN values dey sanso welcome. De Forum aims to include people from different regions fairly, especially women, young people, den minorities, to promote shared learning den understanding between generations.[9]
These meetings allow people to attend insyd person or online. During de sessions, participants talk insyd large group meetings about ideas, plans, reports, den recommendations. De Forum sanso support extra side events hosted by civil society groups den odas, focusing on de rights den well-being of Afro-descendants.[9]
Depending on resources, there may sana be special events insyd de evenings. De meetings usually open den close plus ceremonies dat may include cultural performances to celebrate de rich heritage of Afro-descendants.[9]
At de end of each session, de Forum share a summary of what be discuss, along plus early recommendations. These dey share insyd a press release den sometimes insyd a press conference.[9]
